Meeting Minutes
    August 8, 2013

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Riazi, Coolen, Eldridge, Thorpe, Cook.

Pledge of Allegiance

Swearing in of Sandra Rogers – Ward 5

Mayor issued the oath of office to Ms. Sandra Rogers to become the Councilmember representing Ward 5.

Agenda/Approval/Changes

Mayor added item 11a, which is authorization to send a letter of thanks to the Prince George’s County Redevelopment Authority.

Town Administrator’s Report

Mr. Warrington had noted that the Town’s annual audit was about to begin with the hopes of completion by the end of October.  Also, there was a County Board of Appeals hearing last night regarding Ameritech Automotive located on Maryland Avenue.  The County is attempting to revoke their use and occupancy permit for violations and the Town was asked to provide testimony. We are waiting for the results of that hearing.

Chief’s Report

Chief Robshaw very good month for July and compared to last year it is a 30% reduction.  12 of our 13 incidents were theft and theft from vehicles.  We are preparing to pull together some Public Service Announcements to stress conceal it so people won’t steal it and 50% of our thefts were from unlocked vehicles.  Our vehicle donation program has been very successful and donations to the Town will result in you being able to see the results.  You will see a new vehicle next month via the car donation program.  We always use that money for equipment.  On September 25th will be our Public Safety Day with food from 3 Brothers and it will be held at Legion Park.  I would like to introduce you to the newest member of our agency Mr. Young Hur.  He has been a police officer and I would like the Mayor to administer the oath of office.

Committee Reports

Recreation Council Report

Barbara Pejokovich our Fall Flea Market will be on October 5th and I will take reservations on September 3rd you can call me to do so at 301-773-5883. The money from the sale of the tables is used for Cheverly student college scholarships.  We just gave 3 $500 scholarships.

Green Infrastructure Committee

Ms. Shiela Salo noted that there will be a $41.48 clean water act fee in our next tax bill.  This fee will be used for the implementation of clean water actions.  Mentioned many best management practices in the Cheverly Green Plan and we will add links via www.greencheverly.org.

Cheverly Day Report

CM Thorpe this year we are going to start planning next month.  The first meeting is at the Mayor’s house and our goal is to be self-sustaining.  We need people with fund raising skills.  One of the big events is the Chev-Prom and Jennifer Daniels was the chair this year and she will be making presentations.

Jennifer Daniels I was the chair this year and we had a great time.  We recruit sponsors to defray costs and door prizes.  We have some proceeds which we like to donate back to the community.  Tonight we have $500 that we want to donate to two of our community organizations.  First, Steve Brennan, our Cheverly Legion Post Commander, will be accepting the first check and Jennifer Eldridge will be receiving the second check.  Listed the Sponsors of the Chev-Prom.

Steve Brennan thank you very much for the check.  We do a lot of great things and this will help us better serve the community.  Mentioned a number of the American Legion events and activities.

Jennifer Eldridge President of the Spellman Parent Teachers Association introduced Christine Giliard who is the State of Maryland PE Teacher of the Year for the State and is at Gladys Noon Spellman Elementary School.

Planning Board Report

CM Eldridge there was a presentation to the Town Council regarding a proposed change of use for the Spellman rehabilitation center and this will bring some activity back to the empty building.  The Town was asked to support a reduction of parking and we supported that as it would benefit the Town as it would not increase the impervious surface bordering the Town.

Mr. Warrington explained the Industrial Park tour with MNCPPC of the Tuxedo, Cheverly and Bladensburg areas regarding the County’s efforts to create a comprehensive plan regarding the current uses and ways to improve these areas.  Through enforcement and zoning this plan will recommend how we can improve these industrial areas.

Citizen Input

Mr. Fred Price, Jr. Old Ward 4 each month I always look at the crime report and I would like to commend the Chief on reaching out to the Ward 5 residents.  The lowest crime rate for the month of June was in Ward 5 and I want to commend them for keeping up the good work.  I would like to see the utilization of the old Tuxedo-Cheverly Fire Department. We would like you to keep some eyes on the Subregion 4 Master Plan.

Mayor and Council Announcements

CM Eldridge I would like to thank the residents on Parkway for reporting the water main break to WSSC.  School will be back in session on August 19th so please be extra vigilant regarding the kids and be careful.
   
CM Riazi the Legion will have a Shrimp Fest on August 24th.  There is one more meeting to help the Cheverly Young Actors Guild will be August 11th at 7pm outside the sanctuary of the Cheverly United Methodist Church.

CM Coolen I want to remind everybody that there will be a Community Market this Saturday from 8am to Noon.  I want to give a shout out to Tom and Monica who had a little baby girl last week.

Mayor we have had a number of complaints about dumping of hazardous waste at the Public Works yard.  This is a problem and we need you take it to the Brown Station Road landfill.  Please don’t put your garbage in the Town Park’s garbage cans, that is what refuse pick up is for.  Also, the SHA is almost finished putting-up a wire mesh over the CSX railroad bridge that goes across Route 50 as you enter the County down by Tuxedo.  It is hoped that this will eliminate the graffiti and make coming to Maryland a better visual experience as you leave the District.  Worksession agenda is going to be: Draft Ordinance regarding dangerous weapons, Newsletter in the apartments, Budget Adjustment regarding Yard Waste Cost Reductions, Department Head Evaluations, Status of Dog Stands, Stage Update if ready, Walgreen’s Update if possible, Community Organization Session at the Apartments, NPS Homes, Newsletter Advertising.

Adoption R-2-13 – Town Park Master Plan Amendment

Ms. Warrington the residents of the Town have had the proposed amendments numerous opportunities for input and three months worth of public hearings.  This Resolution will amend the Master Plan to incorporate these changes.

  • CM Cook to adopt Resolution R-2-13 Amending the Town Park Master Plan.  CM Coolen seconded. Approved 6-0.
CM Eldridge I would like input as to how to take steps to accomplish these changes.

Adoption O-6-13 – Amending Section 20-4 Dangerous Weapons

Mr. Warrington this will remove Section 20-4 of our Code Dangerous Weapons to bring us into compliance with the State Law.  We will be using this Section when the draft comes in addressing public buildings.

  • CM Rogers to adopt Ordinance O-6-13 Amending Section 20-4 Amending Section 20-4, Dangerous Weapons.  CM Thorpe seconded. Approved 6-0.
Adoption – R-3-13 Authorizing the Joining of the PG I-Net System

Mr. Warrington this authorizes the Town to join the PG I-Net System, which has been in existence since 2008.  We will have a monetary buy in to the system, since it has been up and running for a while, but we should recoup these expenditures in a short period of time via other savings through this system.  We do have some specific needs we wish to address and there will be other uses that we will bring to you in the future.  

  • CM Eldridge to adopt Resolution R-3-13 Adopting the Amended I-Net Committee By Laws.  CM Coolen seconded. Approved 6-0.
CM Eldridge one suggestion may be for a role of the Technology Committee for looking at this and seeing what this has to offer and educating us.

Authorization to Send a Letter of Thanks to the PG Redevelopment Authority

Mayor want to send a letter to the Prince George’s County Redevelopment Authority.  They were trying to back out of the development, but the good news is that we have made an agreement with the authority to give the developer 3 years to look at when he will start to build.  The good news is that the housing market is starting to change.  I wanted to thank the 30 or so residents and the Mayor’s of neighboring communities for attending the hearing as it makes a big difference and the County Executive who was a big supporter.  We are going to get the developer to do an overview of the project in the near future.

  • CM Riazi to authorize the sending of a letter thanks for their support and final vote to the Prince George’s County Redevelopment Authority.  CM Rogers seconded. Approved 6-0.
CM Eldridge I want to thank the Mayor for all his work and bringing all the parties together to work this out, which bore fruit.
